Over Rs 4 lakh looted at gun point from Rural Bank  

ITANAGAR, Nov 08: In a broad daylight robbery, three miscreants robbed cash amount of Rs. 4.5 lakh at gun-point from Arunachal Pradesh Rural Bank, Itanagar branch at around 12.15 p.m today.

According to Capital SP, one of the miscreants entered into the bank and opened fire in the air. The miscreant threatened the bank staff of dire consequence and looted Rs.4.5 lakh at gun point and fled away along with his accomplices, who were waiting for him in the gate.

A case has been registered at Itanagar Police Station and search operation launched.

 

NSU distributes relief materials to Ozakho villagers

ITANAGAR, Nov 08: The members of Nocte Students Union (NSU) visited Ozakho village on 5th of this month. The village bore the brunt of factional fights between NSCN (IM) and NSCN (K). At least 18 houses were destroyed as a result of clashes between the two Naga factions. The NSU members distributed necessity items like salt, soaps, and other edible to the villagers.

While extending support to the general public, the NSU condemned both the factions for the loss of property of poor innocent villagers as a result of their personal differences. They further appealed both the factions to avoid such clashes in near future especially around public dwellings.

 

ARC Bagra allegedly assaulted

ITANAGAR, Nov 08: In a bizarre incident assistant residential commissioner (ARC), Delhi, Marto Bagra was physically assaulted by group of people yesterday at Arunachal House. According to the information received, some people including a senior minister from state were having a party in the house and making loud noise thereby disturbing other guests present.  

When ARC Bagra requested them to tone down their voice, they got angry over the interference and assaulted the officer in full public view.  An FIR was lodged and Delhi police arrested an influential businessman of state in this regard. Later, he was released.

It is shame that people of Arunachal carry their gundagiri attitude to outside state and act in such way which gives bad name to the state.

 

Tuki calls on Shinde

NEW DELHI, Nov 08: Chief Minister Nabam Tuki today called on Union Home Minister Sushil Kumar Shinde here to discuss issues related to development and internal security of the state.

In a meeting which lasted over an hour, the Home Minister assured his continued support to the overall welfare of the state. They discussed the status of various programmes of the Home Ministry being implemented in the state. The Chief Minister apprised Shinde about the different steps being undertaken by his Government to streamline various welfare programmes in the sensitive border areas under the guidance and support of the Home Ministry. Tuki also mentioned about the different steps taken by him to enhance the security apparatus in the state.

 

Pre-army recruitment training

KHONSA, Nov 08: Tirap District Career Counseling Cell (TDCCC) and 117 Infantry Army Brigade, Khonsa are  jointly organizing a pre-army recruitment training here for the youths of Tirap district from today. The 25-day training will be imparted by the Expert trainers from the Army.

Altogether, 48 aspiring candidates have been shortlisted for the training. They are being trained to participate in the Army rally slated to be held at Tezu, Lohit.

The candidates will be trained in all disciplines, like running, long jump, high jump, push-up etc. It is worth-mentioning here that the TDCCC is also engaged in coaching the students to prepare them to face all kinds of competitive examinations. DIPRO

 

‘Stop illegal quarry activities’

YUPIA, Nov 08: Papum Pare Deputy Commissioner and District Magistrate in exercise of power conferred under section 133 CrPC has directed all the un-notified quarry operators within Papum Pare district to stop quarry activities immediately within a period of 7 days from the date of issue of the order.

The executive order has been issued in view of the indiscriminate extraction of minor minerals from the quarries, which has posed serious threat to the ecology, people and their properties residing nearby the quarry.

Quarry activity without prior permission from the competent authority will be treated as un-notified quarries and action as per the law will be initiated against the illegal quarry operators, the order said.

While appreciating the initiative taken by the district administration and District Geology and Mining Department against illegal extraction of minor minerals at Doimukh river, All Papum Pare District Students’ Union (APPDSU) has demanded the district administration to deploy sufficient permanent mineral guards to check illegal mining activities in the river banks of Poma, Dikorong, Mani, Karsingsa, Nirjuli, Pachin, Yupia. At the same time, the union urged for necessary action against illegal operation of stone crusher units.

The Union in April, 2012 had demanded the department concerned and the district administration for immediate necessary action against the individuals and private firms operating without necessary documents/Mining Permit in the Papum Pare district, APPDSU said in a release.

 

‘Adopt transparent policy’

ITANAGAR, Nov 08: Arunachal Civil Society (ACS) has urged the executive director, National Hydroelectric Power Corporation (NHPC) to adopt transparent policy for  job opportunities to unemployed local youths under various hydro projects in Arunachal Pradesh.

In a five-point memorandum to the NHPC, the ACS demanded implementation of provisions of Employment Exchange (Compulsory Notification Vacancies) Act 1959, cancellation of appointments of Liaison officers from outside the state and to honour SC judgment on recruitment, among others.

 

State level inter-school Talent Search competition

ITANAGAR, Nov 08: All Arunachal Private Schools’ Association in collaboration with Sahodaya Arunachal is organizing 4th state level inter-school talent search competition 2012 in the premises of Royal International School, Papunallah, Naharlagun on November 9 to 10. Road safety awareness programme

ITANAGAR, Nov 08: A traffic education team of Road Safety Cell, PHq headed by SP Traffic Nupur Prasad conducted a road safety awareness programme at Garden city public school, Naharlagun today. A total of 179 students and 11 teaching staff of the school attended the programme.

ASI AU Ansari made a power point presentation and explained in details about the  road safety tips  and  the importance of traffic signals. He also gave a overview of road accidents in Arunachal Pradesh. Other members of the road safety team include   L/ASI (T) J Loya, ASI (T) R Ado, Head constable Sorang Take, constable Md Sarfuddin.

The school principal Tanushree Roy highly lauded the role of road safety cell and assured that students  will use the knowledge gained from this  programme for road safety.

 

KK team to take part in Yaja Waii Memorial T20 Cricket

KOLORIANG, Nov 08:  The cricket team of Kurung Kumey district would participate in the 3rd Yaja Waii Memorial T20 Cricket Tournament beginning at Seppa in East Kameng from November 21 to December 7.

Attack condemned

ITANAGAR, Nov 08: The CoSAAP Lower Subansiri District unit strongly condemned the gruesome attack on Hage Guth, FAO Lower Subansiri District on the night of October 29 at his Govt. residential quarter by some miscreants.

While appreciating the Deputy Commissioner and Superintendent of Police for their prompt action in apprehending the culprits within no time, CoSAAP urged both the DC and SP to take strongest possible action against the culprits as per the law.

 

Training cum demonstration program on Vermicompost

ITANAGAR, Nov 08: A one day training cum demonstration program on Vermicompost for progressive farmers of Jairampur was conducted by Changlang KVK in its premises recently. The selected farmers were taken Margherita, where they were demonstrated on Vermincomposting technology at a vermicompost unit of a progressive farmer.

The subject matter specialist taught the farmers about the process of vermicomposting, application on field and its advantages. The farmers were motivated and encouraged on use of organic manure to increase their production.

DCWC members visits OWA

ITANAGAR, Nov 08: District Child Welfare Committee (DCWC) members from 16 districts of Arunachal Pradesh attending two-day orientation workshop at Administrative Training Institute, Naharlagun, visited Oju Welfare Association (OWA) to get first hand knowledge about various social welfare schemes run by the Organization.

The child welfare committee members interacted with the children and the staff of the NGO about the services and facilities offered by the organization and also the various problems the organization is facing in implementing the schemes.

APP Raising Day celebrated

KHONSA, Nov 08: Arunachal Pradesh Legislative Assembly Speaker Wanglin Lowangdong said that though Arunachal Police was young it had created a niche for itself in a very short span of time.

Speaking on the occasion of APP Raising Day here today, Lowangdong said that he was fully alive to the plethora of problems the police department is facing. While describing the Police as custodian of law, Lowangdong asked the people to be law-abiding and co-operate with the Police to create conducive atmosphere for all round development.

Later, he gave away the prizes to the winners of essay competition organized to mark the occasion.

Earlier, Lowangdong inaugurated the rainwater harvesting system in the premise of SP’s office.

Local MLA Kamthok Lowang congratulated the Police personnel and urged to perform their duty sincerely and honestly. The programme was held at Khonsa on 8th Nov 2012

Earlier, Tirap SP Vikramjit Singh in his speech narrated the history and gradual growth of APP adding that in the whole of Arunachal Pradesh the total strength of Police is only 9000 and that the personnel are working against all odds. He said that various problems notwithstanding, the jawans are working with their moral and spirit high.

A volleyball competition was held between CRPF and IRBn which was won by CRPF.

Prohibitory order

ZIRO, Nov 08:  Lower Subansiri Deputy Commissioner and District Magistrate by an order under section 144 CrPC has prohibited carrying of fire arms and any lethal weapons such as daos, lathis, khukris, bows and arrows etc. within the territorial boundaries of Lower Subansiri from November 10 till further notice in view of the ensuing AAPSU election.

Anybody found violating this order will be punished under section 188 IPC. DIPRO

 

Road link restored

ITANAGAR, Nov 08: With the effort of local MLA Jomin Tayeng, the log bridge over Sisar river  has been constructed and duly opened for vehicular movement.

The bridge serves as lifeline between Dambuk and Pasighat town. Also much to the relief of local population, the road between Paglam and Dambuk which was washed away due to recent flood has been restored with funding by local MLA.

 

Workshop for SGSY Swarozgaris

ZIRO, Nov 08:  A one day pre-launch orientation cum sensitization workshop under Aajeevika conducted at the conference hall, Hapoli for the Swarozgaris of SGSY of all the blocks of Lower Subansiri district by the DRDA today.

Inaugurating the training cum workshop program, Lower Subansiri Deputy Commissioner Taru Talo exhorted the beneficiaries to utilize the opportunity to learn and disseminate the knowledge to the fellow villagers. Punctuality and discipline during the training program will help you garner maximum benefit, he added.

DRDA Project Director Hage Lailang informed the beneficiaries that the SGSY Scheme will be merged with the National Livelihood Mission (NRLM) scheme. Swarozgaris of SGSY should improve the quality of work and the products, he emphasized.

The training program includes basic agricultural practices on soya beans, vegetables, potato, ginger, sugarcane, cardamom, paddy-cum-millet cultivation, apple and banana gardening. Training will also be imparted on fishery sectors, dairy, piggery and poultry farming, cane, bamboo and weaving units.

The training was attended by around 200 beneficiaries from all the CD blocks of Lower Subansiri District. DIPRO

 

Orientation workshop for JJB members

ITANAGAR, Nov 08: The National Institute of Public Cooperation and Child Development, Guwahati in collaboration with Department of Women and Child Development, Govt of Arunachal Pradesh has organized a two days orientation workshop for members of Juvenile Justice Board (JJB) at Administrative Training Institute, Naharlagun on Nov 7 and 8.

Speaking on the occasion, Women and Child Development Secretary Hage Khoda Sala briefed about the new scheme ICPS launched by the Ministry of Women and Child Development, GoI.

He said such orientation workshop would educate the members to understand their duties and responsibilities better and will help them discharge their duties meaningfully and fruitfully.

He informed that there is one juvenile home at Pasighat and the proposal for construction of three more juvenile/observation homes has been approved by the govt. of India.

Altogether 16 JJBs have been constituted in 16 districts except Longding district.

WCD Director RT Riba and NIPCCD Assistant Director Dr S Barik also spoke on the occasion.

2nd day of NE festival witnesses competitive events

ITANAGAR, Nov 08:  The eventful second day of the 3rd North East Youth Festival 2012 witnessed a host of activities today. The Young Artist Camp organized at the Indoor Hall of Sangay Lhaden Sports Academy saw 8 participants taking part in photography competition, 9 in painting and 6 in Sculpture from all the North Eastern states. Rock climbing was also organized as part of adventure activities.

Momta Riba, Director Art & Culture inaugurated the Folk dance competition along with Salim Ahmed, Director General of Nehru Yuva Kendra Sangathan (NYKS). Present on the occasion were Sarif Ur Zaman Laskar, member, Board of Governors, Nehru Yuva Kendra (NYK), Thangliang, Dy. Secretary, Ministry of Youth Affairs and Dr. C.S Pran, Director (NYKS), among others. The competition saw youths from different states of North East coming together on the same platform to show their culture and tradition through dance which left the audience spellbind. “It is a way to guide the students how to set their goals in life,” said Satish Kr Sawhney, Deputy Programme Advisor, NSS while attending as resource person of the Youth Convention organized by NSS.

A total of 614 students from 30 universities, 121 colleges and 22 schools from all over the country participated in it.  The primary focus of the convention was to develop the personality of students through community service.

Santosh Rai from Mahindra Tech and Sriparna Barua, head of CIA were the other resource persons.

Earlier in the morning, One Act Play was inaugurated at Dera Natung Government College, where participants from all the North Eastern states presented their own play based on social issues like HIV and some showcased their historical past. Instrumental Guitar competition was also held in the college.

Panchayat leaders decide not to approve AOP

ROING, Nov 08: Stepping up the ante against the Arunachal government for its failure to devolve powers to panchayats, Lower Dibang Valley panchayat leaders has decided not to approve this year’s annual operating plan (AOP) of District Rural Development Agency (DRDA) during its 10th governing body meeting on Thursday.

The discontentment effecting to such decision comes from the fact that even after 15 years of Arunachal Pradesh Panchayati Raj Act, 1997 in the state, the government has failed to devolve powers to panchayat.

According to devolution index of 2011-12 prepared by the Indian Institute of Public Administration, New Delhi, the state ranks second lowest in the country in devolution of powers to panchayat. The state has maintained this poor rank ever since 2006, when the first devolution index was prepared in the country.

The mood during the meeting was reflective of the frustrations in the panchayat leaders of their position being demoted to a mere ceremonial post without powers and funds.

“We have been approving schemes after schemes during every annual plan. After that we hear nothing about it. So how we answer back to our people?” said Anjite Menjo, Zilla Parishad Member (ZPM) of Iduli Anchal block.

He said since Arunachal is a close knit society, the panchayat leaders are also burdened with every aspects of people’s life including overlooking the law and order problems.

“Despite the enormity of responsibilities shouldered upon us, we don’t even have the right to have our powers,” Menjo said. The reason for reluctance of the state government composed of elected legislative members and bureaucrats to devolve powers and funds to panchayati raj bodies appears to be very simple. “They do not want to share power”, said Chiliko Meto, Zilla Chairperson, Lower Dibang Valley district.

“According to provisions of the panchayati Raj Act, the panchayat bodies should be delegated with three Fs – finance, functionaries and functions,” said Meto.

The fight for the rights of panchayat bodies has been long overdue. The Zilla Chairperson said every effort has been made from knocking the doors of the court to paying visit to union ministers. The paucity of funds and strong pressure on from the elected legislative members not to devolve powers is derailing the effort, he said.

Reiterating the frustration of the panchayat leaders, Roing MLA Laeta Umbrey candidly admitted that the state legislators does not want to share power, and it also includes those who were also once panchayat leaders themselves.

Supplementing on what Meto said on unwillingness of legislative members to devolve powers, Umbrey said rural local government bodies such as panchayat is a state subject and the extent of devolution of powers and functions lies with the state legislators.

The mood to continue the fight appeared determined as the meeting ended with the resolution to carry forward the task further at zilla level and district planning meeting.

 

 

ABK convention ends with a resolve to bring social reformation

ITANAGAR, Nov 08: The Adi Baane Kebang General Convention at Kaying village in West Siang District from November one to four ended with several landmark socio-cultural reformations to reshape and codify the shortcomings and lapses in customary laws that have been guiding the traditional Adi society from the time immemorial.

Addressing the large gathering on the occasion, MP Takam Sanjoy praised the role played by the Adi Baane Kebang in maintaining unity and integrity within Adi society and urged the ABK to expand its field of activities for the betterment of Arunachal. He said that Adis have been playing a leading role in the development of the state since its early stages. The MP cited the examples of late Dr Daying Ering, Lummer Dai, Talom Rukbo and former CM Gegong Apang,  among others, who have contributed largely for all round development of the State. He announced Rs Two crore for construction of a gallery at general ground at Kaying and assured to look into completion of Gate-Gacheng road under Rumgong Constituency.

Newly inducted union minister Ninong Ering expressed his thankfulness for love and affection showed to him by ABK at Kaying and said, ‘I will try to follow the footstep of my father Lt. Daying Ering and will give justice to the assignment given to me by Government of India. A Adi anthem and Solung anthem Audio CD was also released by Sanjoy while two distinguished personalities like Jobang Modi of Arunachal Charity Home Dibrugarh and Girin Tamuli a junior teacher were awarded in recognition of their contributions in their respective field of social services and literature by Kangir Jamoh, ABK President and Bani Danggen, Chief Adviser ABK.

Other personalities like Industry Minister Tapang Taloh, Education Minister Bosiram Siram, Transport and Cooperation Minister Jarkar Gamlin, MLAs Dr Tangor Tapak, Tamiyo Taga, former MP and BJP National General Secretary Tapir Gao, former minister Dibang Tatak, former MLA Talong Taggu, also spoke on the occasion and gave emphasis on preservation of tradition & culture and need of codification of customary laws. An audio CD called ‘Ngolu Adie’ produced by poet and lyricist Bodong Yirang was also released by Tapir Gao.

Arunachal Pradesh Youth Congress vice president Nyamar Karbak also attended the convention.

Earlier, Bodong Yirang, Secretary General ABK while delivering the welcome address requested Sanjoy to look into the long pending Arunachal Mishing issue of ABK and early release of fund for construction of Doying Gumin Hall of ABK at Pasighat to which Chief Minister Nabam Tuki had announced during his April 26 visit.

The outcomes of the 18th General ABK Convention were praiseworthy. In total, there were 22 subjects under customary laws (Adi Kebang Ayon), like murder case, marriage, property right to daughters, rape cases, widow care, divorce fine, inheritance of parental property, cases of killing people by spirit of priests, inheritance of one property who doesn’t have male heir etc etc were unanimously adopted in the convention. Besides these, resolution to impose ban on hunting and fishing in and around D Ering Wildlife Sanctuary, revival of all defunct Adi Cultural and Literary Societies in the Adi inhabited areas were also adopted. Adoption of Solung anthem and Solung logo to be used in entire Adi resided areas and to approach government for formation of search committee to find the authentication of unsung heroes of Anglo-Abor War for formal recognition for their sacrifices were also adopted in the general convention.

The Adi customary law was introduced in the form of a bill by advocate Toning Pertin, Chairman Drafting Committee and Otik Pertin Chairman Legal Cell Committee. During the convention ABK passed a resolution to celebrate Golden Jubilee of Solung festival at Roing, Lower Dibang Valley in 2013 through voice vote.

Various technocrats, bureaucrats, gaon buras, writers, social workers, historians, ABK delegates of different districts, youths and ABK women wings etc of Adi areas attended the convention.

 

 

Cyclonic storm hits East Siang villages

PASIGHAT, Nov 08: A cyclonic storm swept through Miglung (Moli) and Remi villages and some parts of Yagrung Agricultural fields last midnight. The storm was so fierce that it not only destroyed the standing crops but uprooted trees and bamboo groves on its path.

Many houses have their roofs blown away and buildings of Anganwadi, Donyi Polo Gangging etc. were heavily damaged. Some uprooted trees fell on the dwelling houses thereby completely damaging them. ‘The paddy grains have been scattered on the ground leaving nothing to be reaped’, rued many villagers.

Many electrical poles and transmission lines have been damaged and the staffs of the electrical department are working on war footing to restore them.

Meanwhile, Toni Mitkong, CO Bilat rushed to the area and took stock of the situation. He assured to provide relief as per Govt.’s provision. He instructed the concerned departments to carry out loss assessments immediately.

 

 

BJP demands white paper on alleged nexus between Congress and armed rebel

ITANAGAR, Nov 08: The state Bharatiya Janata Party (BJP) has come down heavily on ruling Congress over report of nexus between underground group ULFA and Congress party.

In a release the BJP while expressing shock over the incident of alleged calls of extortion made to Finance Minister Chowna Mein by ULFA cadres, the party called for thorough investigations into the whole case.

The Congress leaders of Arunachal Pradesh having nexus with the armed rebels has been exposed following the arrest of 2 pro-talk ULFA rebels namely Ganesh Kumbang and Biraj Sonowal by the Assam police in Demaji district of Assam in connection with a police case registered in Lohit district of Arunachal Pradesh, the party said. The accusation made by the arrestees as appeared in the media before the Assam Police is shocking and is very serious matter for the people of Arunachal Pradesh when their elected successive state Congress governments misusing the state exchequer meant for various development projects and welfare schemes used in their infightings for leadership race in the state, BJP stated.

The duo (Ganesh Kumbang and Biraj Sonowal) had allegedly accused the Arunachal Pradesh leaders of breaching the agreement in the Assam police custody and admitted that they had been calling up many Arunachal leaders to fulfill the commitment that they made for their support in toppling the previous government is a serious mater, party opined.

Terming the allegations of nexus between Congress leaders and underground group as very unfortunate, state BJP demanded thorough and proper investigation be done by CBI .The party also demanded white paper from the state Chief Minister and the PCC Chief as to why it was necessary to make commitment for support to a armed rebel by leaders of the state successive Congress government? The people of the state gave their mandate with the required numbers of MLAs to form a government to Congress and therefore commitment should be given to people of Arunachal, BJP stated.

PASIGHAT, Nov 08: Union Minister of State for Minority Affairs Ninong Ering, who arrived at his home district Pasighat today on a five-day visit of the state, said Centre has put priority on development of the minorities. He said the union government has estimated an amount of Rs 17,000 crore for development of the minorities and Rs 3000 crore for implementation of Multi Sectional Development Program (MSDP).

Ering, who is currently on a state visit after he was inducted as Union Minister, also prioritized road connectivity in the land-locked state as every sphere of development is dependent on it. Stressing on development of “willpower” among the youths, the minister urged the youths to be a part of development process. Addressing a huge public gathering at Pasighat town today, the union minister informed that he has initiated a move for inclusion of various minority groups of Arunachal, like Parsis, religious Buddhists and Christians in the list of minority. Ering said that “Northeastern states, including Arunachal Pradesh has many minority groups and they should avail the opportunities provided by the central government”.

Stressing the need of proper coordination between the state and Centre in order to accelerate the pace of development activities in the hilly state, Ering said that he has already discussed the matter with the state’s chief minister Nabam Tuki.  The Minister said that he will try his best to fulfill the unfulfilled dreams of his late father Daying Ering.

The union minister was accorded warm felicitation by various sections of people in the district.

He was accorded welcome by the Ruksin Block Congress Committee and government officials at Ruksin entry gate. Ering also met local people at Oyan, Sille and Rani village before his arrival at Pasighat.

At Pasighat, the market association and District Congress Committee separately conducted felicitation programs. Pasighat MLA and Education Minister Bosiram Siram accompanied the union minister.

 

 

Khadi Plaza in state Capital on the cards

ITANAGAR, Nov 08: North Eastern zonal KVIC member Sharif Ur-Zaman Laskar today announced to give a new thrust to the khadi sector in the state, a Khadi plaza at Itanagar and permanent building for KVIC, if the GoAP provides land, while senior leader Tako Dabii spelt out self-employment as only mantra for state development.

 Both were addressing at a state level workshop on Prime Minister’s Employment Guarantee Programme (PMEGP), organized by National Youth Project, AP in collaboration with Khadi & Village Industries Commission (KVIC) at science centre at Itanagar today.

  Change is the buzz word of present era, Laskar said but cautioned to guard against diluting the rich culture and tradition of NE while imbibing the good aspect of modernity. NE is the symbol of Gandhi’s ideology, Laskar said, while regretting that of the total fund allotted NE gets only 10% which remains unutilized.

Almost 50% sanctioned strength including state directors are lying vacant in the NE for which he said he has already initiated steps to fill the vacancies and managed 20% of total fund of the union ministry of micro, small & medium enterprises (under which the KVIC functions) allocated for the region, besides facilitating special recruitment drive and cadre review for the KVIC to function effectively to benefit the rural populace.

Responding to the plea of APVKIB CEO S Deb for sanctioning a Khadi plaza at Itanagar, accreditation & fund for Chandra Nagar training centre and longer tour to the state, Laskar assured even KVIC state building if land is made available.

“I would undertake an extensive tour to Arunachal Pradesh to see the ground realities and take steps to accelerate KVIC activities, he assured the beneficiaries and officials present.

Lauding NYP’s director, Gandhian Dr S N Subba Rao, a living legend associated with khadi movement for the last five decades, Laskar claimed that he has been actively associated with NYP for over two decades and appreciated the NYP-AP for spreading the khadi movement.   

Senior Congress leader Dabii in his indomitable style, called for reversing the craze for easy money by sustainable development through self-employment as mantra for state building.

Suggesting holistic selection based on the beneficiary’s interest, Dabii urged the bankers to overcome their dilly dallying attitude in sanctioning loan after selection with mutual trust.

PMEGP would be successful if the KVIC, beneficiaries and implementing officials and bankers function coherently that would also solve the loan recovery problem, the lawmaker said, adding let each village be turned into an industrial hub through work culture with the lone goal of achieving progress and prosperity.

“Every household weave clothes in the state which could go global if the quality and design met the customers’ demand globally in this IT age”, said Dabii, who earlier visited the stalls put up by entrepreneurs at the venue.   

While resenting at poor loan recovery and inordinate delay in sanctioning loan, industries director Repo Ronya advocated recovery mobilization and also increase in the number of district-wise beneficiaries for which many deputy commissioners have requested.

Deb also pleaded for facilitating flow of state share of the total fund sanctioned to the country by the Asian Development Bank for popularizing khadi sector, but pointed out that PMEGP was not the panacea for the state.

 State KVIC in-charge assistant director AP Chobin gave an overview of the PMEGP, saying the flagship programme of the GoI aimed at generating employment and check rural to urban migration by boosting rural economy.

  Arunachal is perhaps the only state to have utilized 100% sanctioned money in 2011-12, Chobin said, adding Rs 5, 81, 48,000 is the target for this fiscal.

  “We have progressed a lot through our khadi weaving centre at Ziro and generating good income by selling our products at national and regional exhibitions with the help of KVIC,” entrepreneur Hibu Yabiang narrated her success story, while beneficiary Tobeng Pertin from Upper Subansiri said he has taken up a bamboo designing unit.

  NYP-AP president Hari Pado Biswas, in his address, informed about the proposed Gandhi Seva Ashram at Mahadevpur in Lohit district, a KVIC project being implemented by the NYP for which the GoAP has allotted 6.5 hectares of land.

 

 

Youth urged to join politics to minimize corruption

ITANAGAR, Nov 08: AICC secretary Shanimol Osman, who is also working under AICC general secretary Rahul Gandhi, today called upon the youths of the country to join politics to bring about changes in the system and minimize the corruption in the country. She was addressing the state level ST youth convention organized by the Lok Sabha Youth Congress, Western Parliament at Rajiv Gandhi Congress Bhawan here.

The vision of Rahul Gandhi is to reach out and involve more and more ST, SC, Minorities, OBCs and women of  the country in programs and activities of the Youth Congress, she said and emphasized the need of organizing outreach programs at regular interval in every possible location in the State.

Minister Jarkar Gamlin in his address said “Congress is in the heart of Arunachal Pradesh”. Party recognizes the persons who work hard and the Youth Congress has to work harder. He urged the Youth Congress leaders to listen to the problems of the people in far flung areas of  the state and make them aware of the  welfare schemes being launched by the Govt to mitigate their problems. “We should not wait for the incentives and rewards all the time, work harder  and spread the good messages that Congress party  and its Government have for wellbeing of common people, said Jarkar.

Yachuli College celebrates Annual College Day

NAHARLAGUN, Nov 08: The 4th   Annual College Day of Government College Yachuli was celebrated in a colourful and befitting manner on November 5.

Attending the celebration, All Arunachal Pradesh Student Union president Takam Tatung asked the students to devote their time on study as after graduation the world is open for them. He called upon the teaching faculty and the students to imbibe an ideal and healthy tradition in the college which can be carried forward in all the times to come.

While dwelling upon the infrastructure development of the college, he mentioned that many Government Colleges in the state are functioning temporarily in some place or others without proper infrastructural facility. He suggested that instead of establishing so many new colleges in the state, the Government should first fulfill the minimum required infrastructure and manpower in the existing colleges.

While responding to the memorandum submitted by the students, he promised to take up the problems of the college to the higher authorities concerned. He requested Anchal Chairperson of Pistana Likha Api to initiate for black-topping of the college road, construction of college gate and parking shed in the college premise.

Api, on her part called upon the students to work hard for their bright future. She said that students can also do well even by studying at a small place like Yachuli, She promised to apprise the local MLA of the various problems faced by the college.

Yachuli ASM Joram Bayu advised the students to imbibe in them certain qualities that are expected from the college students.

Earlier, welcoming the dignitaries, Dr. Hage Hassang, Principal in-charge of the college highlighted the various events conducted during the Annual College Day celebrations. He narrated the awes of the college due to lack proper infrastructure, such as lack of boys’ hostel, classroom and proper library facilities etc. which remain as the stumbling block for poor and negligible enrolment in the college even in its sixth years of existence.

He called upon the local leaders, the construction agencies (work departments) and the contractors to take full initiative for early completion of the infrastructure of the college.

Students Union General Secretary requested the visiting dignitaries to address the problems of the college sympathetically which he had submitted to them.

Earlier, both AAPSU president and Anchal Chairperson Api distributed prizes to the winners of various events in the college week.

The students were divided into three houses named Dorjee Khandu, Kuru Hassang and Rotom Tama thereby sending a message of oneness and universal brotherhood.

The main attraction of the Annual College Day events was the fashion show in which Tage Yakang of BA I year and Bengia Takio of BA II year were adjudged as Miss College and Mr College, respectively. Inter-Panchayat Level Winter Football begins

ITANAGAR, Nov 08: The 2nd Inter Panchayat Level Winter Football for Men and Volleyball for Women organized by All Kimin Youth Welfare Association (AKYWA) at Mini Subansiri Stadium, Kimin was kicked off today amidst large gathering.

All together 14 teams are participating in the tournament. The organizing Committee has kept a cash prize of Rs 60,000 for the winner and Rs 30,000 for the runners up team in football and Rs 30,000 and Rs 20,000 respectively for the winners and runners up in Women’s volleyball.

Speaking on the inaugural function, MLA cum Chairman Agriculture Marketing Board Techi Kaso lauded the AKYWA for organizing such event in a small town like Kimin, as it provides great opportunity to show the talents of rural youths. He exhorted the youths to follow the guiding principles of true sportsmanship to become a good player. He cited the example of Boxing Icon from North East Marry Kom, who made India proud by winning Bronze Medal in Olympics despite a mother of two sons. He also highlighted the new sports policy of State Govt for the benefit and welfare of sports fraternity.

While responding to 1-point memorandum by AKYWA for sanctioning of a marketing shed at Kimin town, Kaso assured to look into the matter and asked the organizing team to submit the proposal through EAC Kimin with the earmarked land.

Kabak Takam, ZPM L/Balijan urged the players, especially the youths to take advantage of every opportunity available before them to showcase their hidden talent and skills. He also urged the players to refrain from foul play and avoid unnecessary controversies.

While extending their whole hearted support for grand success of the tournament, both Kaso and Takam contributed few amounts to the fund of the organizing committee.

Kimin ZPM Bamang Yayu and Kimin EAC S Lowang attended the function.

Besides, senior citizens like Bamang Mangha, Ngurang Taka, Techi Kena, Charu Tapio a host of Panchayat leaders, GBs and HODs attended the inaugural function.

Earlier, AKYWA president Tar Takam explained that such tournament fosters unity and brotherhood feeling among the people apart from searching the hidden talent of rural youths.

The inaugural match was played between defending Champion Durpa Panchayat and last years runners up Lichi Cher Panchayat in which the former defeated the latter by 3-1 goal, according to organizing committee.

 

 

Para-military ex-servicemen conference held

ITANAGAR, Nov 08: 1st State level general conference of the All India Central Para Military Forces Ex-Servicemen Welfare Association State Committee Arunachal Pradesh was organized here on Nov 7.  Hundreds of ex-servicemen from state and District Level Committees took part in the conference, which was presided over State committee President Dr. Nima Taye.

Addressing the participants, national general secretary of the Association, P S Nair requested every Ex-Paramilitary force personnel to work together and strengthen the Association. The meeting passed resolution to approach the State Govt for various benefits to be provided to the para-military men after the Central Govt’s approval to Ex-Servicemen status to retired Paramilitary men.

Prominent political leader Bida Taku in his address assured the Association to look after grievances of the Ex-Paramilitary personnel of the state and to take up the matter with the State Govt. He also encouraged the Ex-Paramilitary men to work Unison.

The Executive Members of the Association along with P Nair and Central Committee Secretary P Sourabhan also called on state chief secretary and submitted a memorandum  to address the grievances of the Ex-Paramilitary Personnel of the state. The CS reportedly assured to look into the matter.

 

 

Coordination meet reviews preparation for Indigenous Youth Festival

DAPORIJO, Nov 08: A co-ordination meeting to discuss the preparedness of the district to hold the forthcoming 4th State Level Indigenous Youth Festival 2012 from December 1 to 3 at Daporijo was held by the District Administration and the Youth Festival Celebration Committee at the Rijo Conference Hall here today. Present in the meeting were the Deputy Commissioner, Superintendent of Police, PRI members, HoDs, leaders and the public.

The Deputy Commissioner Tahang Taggu, while reviewing the preparedness of the different committees said that, everyone should come forward and put in all efforts to make the festival celebration a success. Taggu added that all should come together regardless of differences in place of origin, religion, tribes etc as we all belonged to the same land and it was our duty to work towards preserving our indigenous identity. He also said that it would help in promoting tourism in the district.

Vice president of the Indigenous Faith and Cultural Society, Tage Taki, while addressing the meeting said that the festival is being celebrated with an effort to enforce the bond that the people of the state had towards their land and culture and to preserve it for the next generation to enjoy. He added that it acted as a platform for the interaction between different people and cultures as participants from all over the state would converge to the place during the celebration.

Larbin Nasi, Chairman of the Festival Celebration Committee, Daporijo urged all to contribute voluntarily towards the celebration of the festival without any ulterior motive of making a profit. DIPRO

 

 

Two houses gutted in fire, ANSU distributes relief materials

 ITANAGAR, Nov 08: The dwelling house and properties of one Balo Talum were completely gutted in a fire on November 5 last at Raga circle of Lower Subansiri.  

All his belongings, including local ornament, utensils, electronic appliances and other properties were lost during the inferno leaving the owner literally roofless.

Prior to this incident, another fire mishap occurred on October 24, where the house of one Himi Taga was also completely gutted. Besides losing all his belonging, Taga received serious burn injuries and is recuperating now.

Meanwhile, a team of All Nyishi Students Union (ANSU) led by vice president Tagru Tame visited the fire-incident sites on Nov. 7 and took stock of the situation. All Raga Area Students Union and All Lower Subansiri Students Union coordinated the ANSU during the visit.  

The team distributed relief material to the fire victims that consisted of blankets, mattress, edible items and utensils.

The ANSU vice president urged the state government to extend immediate relief to the fire victim, who became roofless with complete devastation of their houses. He also urged the like-minded organizations and civil societies to extend helping hands to the fire victims for their quick rehabilitation, according to an ANSU release.

Global warming and challenges

The world is headed for 6°C of warming by the end of the century if governments do not increase the ambition of their emissions reduction targets, according to a new report. An assessment of existing pledges by the consultancy PwC found that cuts need to be much deeper.

The new reality is a much more challenging future in terms of planning, financing and predictability. Even doubling our current annual rates of decarbonisation globally every year to 2050, would still lead to 6°C, making governments’ ambitions to limit warming to 2°C appear highly unrealistic,” said Jonathan Grant, director, sustainability and climate change, PwC.

Predictions of a world with 6°C of warming are universally dire, with the polar ice caps fully melted, mass migration and starvation. A period of warming of 6°C around 250 million years ago led to the extinction of 95% of the Earth’s living species at that time according to research from Bristol University.

PwC report adds to a number of studies by UNEP and the IEA energy watchdog warning that efforts to reduce emissions must be ramped-up.

The woes of MGNREGA staff

Dear Editor,

Through the columns of your esteemed daily, I want to express the woes of  MGNREGA staff in Upper Subansiri District. The Scheme was launched in the district on June, 2006 through proper advertisement and more than 104 candidates had been appointed in different fields under the scheme. Many of the staff had already left their service under the MGNREGA and  only 58 personnel are working on this scheme under DRDA, Daporijo  with fixed amount of honorarium.

Regarding the pay enhancement of unskilled labourer under MGNREGA, I would like to mention here that at the initial stage, it was only Rs. 55 Per day, later it was enhanced gradually (Rs. 65, Rs. 85, Rs.ll8, Rs. 124 per day). Now  the  workers under the scheme are  drawing Rs. 150 Per day. But there is no any enhancement for staff honorarium nor there any move for regularization of staff after 6-7 years of service. Moreover,  the staff are engaged in different field like Booth Level Officer (BLO), Enumerator, Census operators and also in election duty without paying any extra honorarium.

It is almost impossible to educate the children and run the family with such meager amount under the scheme. Sometimes,  this meager honorarium is not provided on time.

We have already completed six years of service duration under MGNREGA scheme under DRDA, Upper Subanslri District. But the department  has not cleared our pending honararioum for 17 months. We have submitted representation to Chief Minister, Member of Parliament, Central leaders  on several occasions, but no any positive result till date.

Therefore, I on behalf of the all staff of MGNREGA would like to request the concern authority to clear our outstanding dues with enhanced rate and make some efforts to regularize our service.
