NSU distributes relief materials to Ozakho villagers
ITANAGAR, Nov 08: The members of Nocte Students Union (NSU) visited Ozakho village on 5th of this month. The village bore the brunt of factional fights between NSCN (IM) and NSCN (K). At least 18 houses were destroyed as a result of clashes between the two Naga factions. The NSU members distributed necessity items like salt, soaps, and other edible to the villagers.
While extending support to the general public, the NSU condemned both the factions for the loss of property of poor innocent villagers as a result of their personal differences. They further appealed both the factions to avoid such clashes in near future especially around public dwellings.
ARC Bagra allegedly assaulted
ITANAGAR, Nov 08: In a bizarre incident assistant residential commissioner (ARC), Delhi, Marto Bagra was physically assaulted by group of people yesterday at Arunachal House. According to the information received, some people including a senior minister from state were having a party in the house and making loud noise thereby disturbing other guests present.
When ARC Bagra requested them to tone down their voice, they got angry over the interference and assaulted the officer in full public view. An FIR was lodged and Delhi police arrested an influential businessman of state in this regard. Later, he was released.
It is shame that people of Arunachal carry their gundagiri attitude to outside state and act in such way which gives bad name to the state.
Tuki calls on Shinde
NEW DELHI, Nov 08: Chief Minister Nabam Tuki today called on Union Home Minister Sushil Kumar Shinde here to discuss issues related to development and internal security of the state.
In a meeting which lasted over an hour, the Home Minister assured his continued support to the overall welfare of the state. ITANAGAR, Nov 08: The eventful second day of the 3rd North East Youth Festival 2012 witnessed a host of activities today. The Young Artist Camp organized at the Indoor Hall of Sangay Lhaden Sports Academy saw 8 participants taking part in photography competition, 9 in painting and 6 in Sculpture from all the North Eastern states. Rock climbing was also organized as part of adventure activities.
Momta Riba, Director Art & Culture inaugurated the Folk dance competition along with Salim Ahmed, Director General of Nehru Yuva Kendra Sangathan (NYKS). Present on the occasion were Sarif Ur Zaman Laskar, member, Board of Governors, Nehru Yuva Kendra (NYK), Thangliang, Dy. Secretary, Ministry of Youth Affairs and Dr. C.S Pran, Director (NYKS), among others. The competition saw youths from different states of North East coming together on the same platform to show their culture and tradition through dance which left the audience spellbind. “It is a way to guide the students how to set their goals in life,” said Satish Kr Sawhney, Deputy Programme Advisor, NSS while attending as resource person of the Youth Convention organized by NSS.
A total of 614 students from 30 universities, 121 colleges and 22 schools from all over the country participated in it. The primary focus of the convention was to develop the personality of students through community service.

Panchayat leaders decide not to approve AOP

ROING, Nov 08: Stepping up the ante against the Arunachal government for its failure to devolve powers to panchayats, Lower Dibang Valley panchayat leaders has decided not to approve this year’s annual operating plan (AOP) of District Rural Development Agency (DRDA) during its 10th governing body meeting on Thursday.
The discontentment effecting to such decision comes from the fact that even after 15 years of Arunachal Pradesh Panchayati Raj Act, 1997 in the state, the government has failed to devolve powers to panchayat.

The mood during the meeting was reflective of the frustrations in the panchayat leaders of their position being demoted to a mere ceremonial post without powers and funds.
“We have been approving schemes after schemes during every annual plan. After that we hear nothing about it. So how we answer back to our people?” said Anjite Menjo, Zilla Parishad Member (ZPM) of Iduli Anchal block.
He said since Arunachal is a close knit society, the panchayat leaders are also burdened with every aspects of people’s life including overlooking the law and order problems.
“Despite the enormity of responsibilities shouldered upon us, we don’t even have the right to have our powers,” Menjo said. The reason for reluctance of the state government composed of elected legislative members and bureaucrats to devolve powers and funds to panchayati raj bodies appears to be very simple. “They do not want to share power”, said Chiliko Meto, Zilla Chairperson, Lower Dibang Valley district.
“According to provisions of the panchayati Raj Act, the panchayat bodies should be delegated with three Fs – finance, functionaries and functions,” said Meto.
The fight for the rights of panchayat bodies has been long overdue. The Zilla Chairperson said every effort has been made from knocking the doors of the court to paying visit to union ministers. The paucity of funds and strong pressure on from the elected legislative members not to devolve powers is derailing the effort, he said.
Reiterating the frustration of the panchayat leaders, Roing MLA Laeta Umbrey candidly admitted that the state legislators does not want to share power, and it also includes those who were also once panchayat leaders themselves.
Supplementing on what Meto said on unwillingness of legislative members to devolve powers, Umbrey said rural local government bodies such as panchayat is a state subject and the extent of devolution of powers and functions lies with the state legislators.
The mood to continue the fight appeared determined as the meeting ended with the resolution to carry forward the task further at zilla level and district planning meeting.

Earlier, Bodong Yirang, Secretary General ABK while delivering the welcome address requested Sanjoy to look into the long pending Arunachal Mishing issue of ABK and early release of fund for construction of Doying Gumin Hall of ABK at Pasighat to which Chief Minister Nabam Tuki had announced during his April 26 visit.
The outcomes of the 18th General ABK Convention were praiseworthy. In total, there
were 22 subjects under customary laws (Adi Kebang Ayon), like murder case, marriage,
property right to daughters, rape cases, widow care, divorce fine, inheritance of

The Adi customary law was introduced in the form of a bill by advocate Toning Pertin, Chairman Drafting Committee and Otik Pertin Chairman Legal Cell Committee. During the convention ABK passed a resolution to celebrate Golden Jubilee of Solung festival at Roing, Lower Dibang Valley in 2013 through voice vote.
Various technocrats, bureaucrats, gaon buras, writers, social workers, historians, ABK delegates of different districts, youths and ABK women wings etc of Adi areas attended the convention.
Cyclonic storm hits East Siang villages
PASIGHAT, Nov 08: A cyclonic storm swept through Miglung (Moli) and Remi villages and some parts of Yagrung Agricultural fields last midnight. The storm was so fierce that it not only destroyed the standing crops but uprooted trees and bamboo groves on its path.
Many houses have their roofs blown away and buildings of Anganwadi, Donyi Polo Gangging etc. were heavily damaged. Some uprooted trees fell on the dwelling houses thereby completely damaging them. ‘The paddy grains have been scattered on the ground leaving nothing to be reaped’, rued many villagers.
Many electrical poles and transmission lines have been damaged and the staffs of the electrical department are working on war footing to restore them.
Meanwhile, Toni Mitkong, CO Bilat rushed to the area and took stock of the situation. He assured to provide relief as per Govt.’s provision. He instructed the concerned departments to carry out loss assessments immediately.

Youth urged to join politics to minimize corruption
ITANAGAR, Nov 08: AICC secretary Shanimol Osman, who is also working under AICC general secretary Rahul Gandhi, today called upon the youths of the country to join politics to bring about changes in the system and minimize the corruption in the country. She was addressing the state level ST youth convention organized by the Lok Sabha Youth Congress, Western Parliament at Rajiv Gandhi Congress Bhawan here.
The vision of Rahul Gandhi is to reach out and involve more and more ST, SC, Minorities, OBCs and women of the country in programs and activities of the Youth Congress, she said and emphasized the need of organizing outreach programs at regular interval in every possible location in the State.
Minister Jarkar Gamlin in his address said “Congress is in the heart of Arunachal Pradesh”. Party recognizes the persons who work hard and the Youth Congress has to work harder. He urged the Youth Congress leaders to listen to the problems of the people in far flung areas of the state and make them aware of the welfare schemes being launched by the Govt to mitigate their problems. “We should not wait for the incentives and rewards all the time, work harder and spread the good messages that Congress party and its Government have for wellbeing of common people, said Jarkar.

Yachuli College celebrates Annual College Day
NAHARLAGUN, Nov 08: The 4th Annual College Day of Government College Yachuli was celebrated in a colourful and befitting manner on November 5.
Attending the celebration, All Arunachal Pradesh Student Union president Takam Tatung asked the students to devote their time on study as after graduation the world is open for them. He called upon the teaching faculty and the students to imbibe an ideal and healthy tradition in the college which can be carried forward in all the times to come.
While dwelling upon the infrastructure development of the college, he mentioned that many Government Colleges in the state are functioning temporarily in some place or others without proper infrastructural facility. He suggested that instead of establishing so many new colleges in the state, the Government should first fulfill the minimum required infrastructure and manpower in the existing colleges.

up the problems of the college to the higher authorities concerned. He requested

ITANAGAR, Nov 08: The 2nd Inter Panchayat Level Winter Football for Men and Volleyball for Women organized by All Kimin Youth Welfare Association (AKYWA) at Mini Subansiri Stadium, Kimin was kicked off today amidst large gathering.
All together 14 teams are participating in the tournament. The organizing Committee has kept a cash prize of Rs 60,000 for the winner and Rs 30,000 for the runners up team in football and Rs 30,000 and Rs 20,000 respectively for the winners and runners up in Women’s volleyball.
Speaking on the inaugural function, MLA cum Chairman Agriculture Marketing Board Techi Kaso lauded the AKYWA for organizing such event in a small town like Kimin, as it provides great opportunity to show the talents of rural youths. He exhorted the youths to follow the guiding principles of true sportsmanship to become a good player. He cited the example of Boxing Icon from North East Marry Kom, who made India proud by winning Bronze Medal in Olympics despite a mother of two sons. He also highlighted the new sports policy of State Govt for the benefit and welfare of sports fraternity.

Kabak Takam, ZPM L/Balijan urged the players, especially the youths to take advantage of every opportunity available before them to showcase their hidden talent and skills. He also urged the players to refrain from foul play and avoid unnecessary controversies.

The Deputy Commissioner Tahang Taggu, while reviewing the preparedness of the different committees said that, everyone should come forward and put in all efforts to make the festival celebration a success. Taggu added that all should come together regardless of differences in place of origin, religion, tribes etc as we all belonged to the same land and it was our duty to work towards preserving our indigenous identity. He also said that it would help in promoting tourism in the district.
Vice president of the Indigenous Faith and Cultural Society, Tage Taki, while addressing the meeting said that the festival is being celebrated with an effort to enforce the bond that the people of the state had towards their land and culture and to preserve it for the next generation to enjoy. He added that it acted as a platform for the interaction between different people and cultures as participants from all over the state would converge to the place during the celebration.

Two houses gutted in fire, ANSU distributes relief materials
ITANAGAR, Nov 08: The dwelling house and properties of one Balo Talum were completely gutted in a fire on November 5 last at Raga circle of Lower Subansiri.
All his belongings, including local ornament, utensils, electronic appliances and other properties were lost during the inferno leaving the owner literally roofless.
Prior to this incident, another fire mishap occurred on October 24, where the house of one Himi Taga was also completely gutted. Besides losing all his belonging, Taga received serious burn injuries and is recuperating now.

The world is headed for 6°C of warming by the end of the century if governments do not increase the ambition of their emissions reduction targets, according to a new report. An assessment of existing pledges by the consultancy PwC found that cuts need to be much deeper.
The new reality is a much more challenging future in terms of planning, financing and predictability. Even doubling our current annual rates of decarbonisation globally every year to 2050, would still lead to 6°C, making governments’ ambitions to limit warming to 2°C appear highly unrealistic,” said Jonathan Grant, director, sustainability and climate change, PwC.
Predictions of a world with 6°C of warming are universally dire, with the polar ice caps fully melted, mass migration and starvation. A period of warming of 6°C around 250 million years ago led to the extinction of 95% of the Earth’s living species at that time according to research from Bristol University.

The woes of MGNREGA staff
Dear Editor,
Through the columns of your esteemed daily, I want to express the woes of MGNREGA staff in Upper Subansiri District. The Scheme was launched in the district on June, 2006 through proper advertisement and more than 104 candidates had been appointed in different fields under the scheme. Many of the staff had already left their service under the MGNREGA and only 58 personnel are working on this scheme under DRDA, Daporijo with fixed amount of honorarium.
Regarding the pay enhancement of unskilled labourer under MGNREGA, I would like to
mention here that at the initial stage, it was only Rs. 55 Per day, later it was
enhanced gradually (Rs. 65, Rs. 85, Rs.ll8, Rs. 124 per day). Now the workers under
the scheme are drawing Rs. 150 Per day. But there is no any enhancement for staff
honorarium nor there any move for regularization of staff after 6-
It is almost impossible to educate the children and run the family with such meager amount under the scheme. Sometimes, this meager honorarium is not provided on time.
We have already completed six years of service duration under MGNREGA scheme under DRDA, Upper Subanslri District. But the department has not cleared our pending honararioum for 17 months. We have submitted representation to Chief Minister, Member of Parliament, Central leaders on several occasions, but no any positive result till date.
Therefore, I on behalf of the all staff of MGNREGA would like to request the concern authority to clear our outstanding dues with enhanced rate and make some efforts to regularize our service.
